Rashi's commentary
Verse 1
"How good and how pleasant for brothers to sit together" — Israel are called brothers, and this is talking about when G-d "sits" in the temple with them.

Verse 1
שיר המעלות, שיר זה הוסד על שני האחים הידועים, שהם יששכר וזבולון שהתחברו יחד עד שהיו כגוף ונפש, אשר האחד הולך מהלך השלמות לחברו, כמ"ש שמח זבולון בצאתך ויששכר באהליך שישכר עסק בתורה והשלים את הנפש, וזבולון עסק בפרקמטיא לשלמות הגוף והקנינים, ובצירוף שניהם יחד נשלם הטוב והנעימות, הטוב האמתי מעניני העוה"ב, והנעימות בחיים הזמנים, וז"ש הנה מה טוב ומה נעים, וזה בא ע"י שבת אחים גם יחד, שמלבד שבתם בשלום היו יחד כגוף אחד, עתה יבאר הדבר:
Verse 2
כשמן, הנה ההשפעה האלהית תרד לפעמים על המוכן לה בבלי אמצעיי אמנם תרד בשפע רב כ"כ עד שישופע ממנה גם הבלתי מוכן לה, וזה במשל השמן הטוב של שמן המשחה, שעקרו יורד על הראש, ששם היו מושחים בשמן משחת קדש, כי הוא המקום המוכן לזה באשר שם משכן המוח וכלי השכל והמחשבה, שהשמן מורה על ההשגחה, ובכ"ז יורד במקרה גם על הזקן זקן אהרן, הגם שהזקן ארוך שיורד על פי מדותיו, ובנמשל זה היה בא השפעת החכמה על יששכר שהוא במשל הראש שהוא היה מוכן לקבל החכמה וקבל ממנה חלק גדול ושפע רב עד ששמן החכמה הושפעה ממנו גם על שבט זבולון, שגם הם קבלו משפע ההוא, ושמן תורק:
Verse 3
כטל חרמון, ולפעמים תגיע השפע על המוכן לה ע"י אמצעי באופן שתגיע תחלה אל מקום בלתי מכוון בעצם וראשונה, כדי שתריק על מקום הראוי, כטל חרמון שאינו מכוון לצורך הר חרמון רק שיורד על הררי ציון, כי שם צוה ה' את הברכה, שעקר הברכה יורד בשביל הר ציון והולך דרך הר חרמון, כי הטל המביא חיים בהר חרמון אינם חיים מתמידים עד העולם, ואינם חיים נצחיים, אבל החיים אשר בהר ציון הם חיים נצחיים עד העולם, כן שפע העושר והקנינים שהגיע אל זבולון לא הגיעו אליו רק לצורך יששכר שימצא ריוח לעסוק בתורה ולקנות על ידם חיי עד, והגיעו ליששכר באמצעות זבולון, ובזה היה זבולון דומה כהר חרמון שמקבל הטל בשביל הר ציון:

שִׁ֥יר הַֽמַּעֲל֗וֹת לְדָ֫וִ֥ד הִנֵּ֣ה מַה־טּ֭וֹב וּמַה־נָּעִ֑ים שֶׁ֖בֶת אַחִ֣ים גַּם־יָֽחַד׃
A song of ascents. Of David. How good and how pleasant it is that kindred dwell together.
כַּשֶּׁ֤מֶן הַטּ֨וֹב׀ עַל־הָרֹ֗אשׁ יֹרֵ֗ד עַֽל־הַזָּקָ֥ן זְקַֽן־אַהֲרֹ֑ן שֶׁ֝יֹּרֵ֗ד עַל־פִּ֥י מִדּוֹתָֽיו׃
It is like fine oil on the head running down onto the beard, the beard of Aaron, that comes down over the collar of his robe;
כְּטַל־חֶרְמ֗וֹן שֶׁיֹּרֵד֮ עַל־הַרְרֵ֢י צִ֫יּ֥וֹן כִּ֤י שָׁ֨ם׀ צִוָּ֣ה יְ֭הֹוָה אֶת־הַבְּרָכָ֑ה חַ֝יִּ֗ים עַד־הָעוֹלָֽם׃ {פ}
like the dew of Hermon that falls upon the mountains of Zion. There G OD ordained blessing, everlasting life.
