Why?
That generation learned from the verse "and you shall teach them" — you yourselves shall teach your sons. A father who knew Torah taught his son, and the son gained; a son whose father did not know Torah had no one to teach him. They said: this cannot continue.
They learned from the verse "for from Zion shall Torah go forth", and appointed teachers for children in Jerusalem. A child with a father was brought up to Jerusalem and learned Torah; a child without a father never came, and never got to learn.
So they appointed teachers for children in each major region. The younger ones could not reach them, and the older boys of sixteen and seventeen came — but when their teacher rebuked them, they fled the lesson. They said: this happens because they were not raised from childhood to sit and engage with Torah.
Then Yehoshua ben Gamla came and enacted, together with the sages of his generation, that teachers for children be appointed in every single place — so that every child could learn Torah and rise.
