Rashi's commentary
Verse 1
"I was glad when told" — I heard people say that soon this old man [David] would die, and Solomon will reign, and the temple will be built, and we will go on pilgrimage, and I am happy.
Verse 2
"Our feet stood" — in war everywhere for your "gates Jerusalem" - because of the Torah studied there.
Verse 3
"Jerusalem that is built" — when my son Solomon will build the Temple inside it, Jerusalem will be built by having the divine presence, the temple, the ark of the covenant, and the altar.
"Like a city put together" — like Shilo, the two are connected as it says (Deuteronomy 12) "for rest and inheritance". Rest is Shilo, inheritance is Jerusalem. Our Rabbis said that there is a built up Jerusalem in heaven, and one day the earthly Jerusalem will be like it.
Verse 4
"That there went tribes" — when the tribes of Israel got to Shilo after the exodus and put the ark of the covanent there. "Tribes of yud hey" - evidence for Israel. The nations said about them during the exodus that they were mamzerim [bastards], because if the Egyptians could enslave them, how much more so could they seduce or rape their wives. The holy one blessed be he [G-d] added His name to them, h-Reuven-i, h-Shimon-i, etc (Deuteronomy 26). He added His name to them, one letter at the beginning and another at the end, -yud -hey, to show they were pure.
Verse 5
"For there sat..." — the divine presence will be in Jerusalem, and there will be chairs for the judges of the nations as well as the chairs [thrones] of the house of David.

Malbim's commentary
Verse 1
שיר המעלות לדוד, מדבר בשבח ירושלים, מצייר את האומה בכללה כגוף אחד המורכב מאיברים פרטים שונים וירושלים היא העיר שחוברה לה יחדיו ויתחברו האיברים הפרטים, להיות גוף שלם יחול בו רוח החיים ונפש המשכלת ונפש האלהית, והנה בית ה' הנמצא בה היא הכלי המכין את הגויה הכללית אל חול השכינה ונפש האלהית בה, אמנם העיר עצמה היא כלב ומוח בגויה אשר יכינו אותה אל קבלת נפש החים ונפש המשכלת, עפ"ז יאמר הנה שמחתי באומרים לי בית ה' נלך, מצד ששם ה' שכן והוא משכן השכינה והאלהות בקדש, אמנם.
Verse 2
עומדות היו רגלינו בשעריך ירושלים, גם עוד בטרם נבא אל בית ה' להביט במשכיות האור האלהי הזורח משם על הגויה הישראלית בכללה, גם בעת צעדו רגלינו בשערי ירושלים, כבר עומדות היו רגלינו, כי מצאנו שם מצב ומעמד שעל ידו תעמוד הגויה על רגליה להיות גוף חי ושלם, ומפרש כי.
Verse 3
ירושלים היא הבנויה כעיר שחברה לה יחדו, שאליה ובעבורה יתחברו האברים הפרטים של הגוף הכולל יחדיו להיות גוף אחד:
Verse 4
ששם, כי לשם עלו שבטים שבטי יה והתחברו כולם ע"י העיר הזאת, עד שהיא עדות לישראל שהם גוי אחד מתאחדים, במה שכולם מתקבצים שם בשלש מועדי השנה לתכלית אחד להודות לשם ה', עד שהתכלית הזה להודות לשם ה' הוא הכח הפנימי הקושר האיברים הפרטים, והוא חיי הגויה הכללית, והעיר ששם יתקבצו היא כמו הלב שבו תחול רוח החיים המחיה את הגויה ומקרב העצמות המפוזרות עצם אל עצמו.
Verse 5
כי שמה, והיא ג"כ כמו הנפש המדבר אשר בגויה, כי שמה ישבו כסאות למשפט שהם הסנהדרין ושופטי ישראל, ומשם תצא תורה ודת ודין ושמה ישבו כסאות לבית דוד שמשם תצא ההנהגה הכללית לכל פרטי האומה:
Verse 6
שאלו, אחר שבאר שירושלים היא המעמדת חבור הגויה הכללית ואחדותה, אומר כמו שאם תשאל לשלום הגויה האישיית נשיב לו ששלומה תלוי אם האיברים והכחות שבגויה מקושרים ויש להם שלום יחדיו, כי בעת יעשה פירוד ביניהם אז יבא המות, כן אם ישאלו לשלום ירושלים נאמר התשובה ששלומה תלוי אם ישליו אהביך, אם אוהבי ירושלים יהיה ביניהם שלוה פנימית בזה תלוי שלום ירושלים, אחר שעקר ענין ירושלים היא אחדות האומה, וא"כ אם יתעורר בין אישיהם ריב ומדנים ופירוד לבבות לא נמצא שלום ירושלים, כי עקר שלומה היא אם היא כעיר שחוברה לה יחדיו, לא אם יתפרדו, והנה יש הבדל בין שלום ובין שלוה ששלום הוא השלום החיצוני ושלוה הוא השלוה הפנימית, אמר שע"י שישראל יהיה להם שלוה פנימית, שעל זה אמר אוהביך, שיהיה אהבה ביניהם הגם שלא יהיה להם שלום עם אויביהם החיצונים זה יגרום שלום ירושלים החיצון, ואז ע"י.
Verse 7
שיהי שלום בחילך החיצון בהחומה הסובבת את ירושלים ע"י שיתאגדו השבטים השוכנים סביב ירושלים ולא יהיה מצות ומריבות סביב חומתה בין שבט לשבט, עי"כ יהיה גם שלוה בארמונותיך הפנימים:
Verse 8
למען אחי ורעי, אומר הנה מה שנוגע לתועלות הקיבוץ המדיני לטובת אחי ורעי אדברה נא שלום בך, היא תלויה בהשלום הנמצא בך שבזה ימצא מה שהוא מהמועיל להצלחה המדינית, אולם.
Verse 9
למען בית אלהינו, מה שנוגע לבית אלהים לצורך הטוב הנפשי והאושר הרוחני מהקדושה והנבואה והשכינה אבקשה טוב לך זה תלוי בהטוב שיעשה במצות ובמע"ט, אולם באר בזה כי התועלת המדיני המושג מירושלים הוא דבר גלוי וא"צ לבקשו כמטמונים כי הוא דבר מבואר, ואוכל לדבר ולבארו תיכף, אולם הטוב המושג מבית אלהים הוא דבר צפון שצריך לבקשו לדרוש אחריו, כי ענינים ההאלהים לא יושגו רק אחר הדרישה והחיפוש:

שִׁ֥יר הַֽמַּעֲל֗וֹת לְדָ֫וִ֥ד שָׂ֭מַחְתִּי בְּאֹמְרִ֣ים לִ֑י בֵּ֖ית יְהֹוָ֣ה נֵלֵֽךְ׃
A song of ascents. Of David. I rejoiced when they said to me, “We are going to the House of G OD .”
עֹ֭מְדוֹת הָי֣וּ רַגְלֵ֑ינוּ בִּ֝שְׁעָרַ֗יִךְ יְרוּשָׁלָֽ͏ִם׃
Our feet stood inside your gates, O Jerusalem,
יְרוּשָׁלַ֥͏ִם הַבְּנוּיָ֑ה כְּ֝עִ֗יר שֶׁחֻבְּרָה־לָּ֥הּ יַחְדָּֽו׃
Jerusalem built up, a city knit together,
שֶׁשָּׁ֨ם עָל֪וּ שְׁבָטִ֡ים שִׁבְטֵי־יָ֭הּ עֵד֣וּת לְיִשְׂרָאֵ֑ל לְ֝הֹד֗וֹת לְשֵׁ֣ם יְהֹוָֽה׃
to which tribes would make pilgrimage, the tribes of Yah, as was enjoined upon Israel— to praise G OD ’s name.
כִּ֤י שָׁ֨מָּה׀ יָשְׁב֣וּ כִסְא֣וֹת לְמִשְׁפָּ֑ט כִּ֝סְא֗וֹת לְבֵ֣ית דָּוִֽד׃
There the thrones of judgment stood, thrones of the house of David.
שַׁ֭אֲלוּ שְׁל֣וֹם יְרוּשָׁלָ֑͏ִם יִ֝שְׁלָ֗יוּ אֹהֲבָֽיִךְ׃
Pray for the well-being of Jerusalem; “May those who love you be at peace.
יְהִי־שָׁל֥וֹם בְּחֵילֵ֑ךְ שַׁ֝לְוָ֗ה בְּאַרְמְנוֹתָֽיִךְ׃
May there be well-being within your ramparts, peace in your citadels.”
לְ֭מַעַן אַחַ֣י וְרֵעָ֑י אֲדַבְּרָה־נָּ֖א שָׁל֣וֹם בָּֽךְ׃
For the sake of my kin and friends, I pray for your well-being;
לְ֭מַעַן בֵּית־יְהֹוָ֣ה אֱלֹהֵ֑ינוּ אֲבַקְשָׁ֖ה ט֣וֹב לָֽךְ׃ {פ}
for the sake of the house of the E TERNAL our God, I seek your good.
