Rashi's commentary
Verse 1
"Song for ascent" — the literal meaning is that when the Levites started going up the stairs [in the temple] they would recite this song. It is not written in the beginning [of the book], but "there is no early and late" [in scripture, meaning things aren't always in chronological order].
"Song for ascent" is a hint to the stairs the righteous will use in the afterlife to get from the tree of life to the throne [of G-d]. As it says in Sifri, "song OF ascent" isn't written here, but "song FOR ascent", for Him who will make ascent for the righteous. *** There is more that I am unable to translate ****

Verse 1
שיר למעלות, הוסד על השגחת ה' הפרטיית החופפת על הצדיקים, אשא עיני אל ההרים, יצייר כי כאשר היה בצרה הגיע לו תשועה פתאום מלמעלה מראשי הררי עד, והוא נושא עיניו אל ההרים שמשם בא לו העזר לראות מאין יבא עזרי, מאיזה מקום בא העזר, וראה שלא בא מעבר ההרים. רק.
Verse 2
עזרי בא מעם ה' עושה שמים וארץ, ר"ל עושה הטבע ומה שהוא למעלה מן הטבע, שהנהגת הטבע מיחס לעושה הארץ ומנהיגה עפ"י השמים שהוא המערכת, והנהגת הפליאה מיחס לעושה השמים ומנהיגם בכח שלמעלה מהם, וכן העזר הזה נדמה לי שהוא ארצי טבעיי ובאמת הוא שמימיי השגחיי:
Verse 3
אל, מצייר ששומע קול אומר אליו, מה תשא עיניך לדרוש מקום העזר כאילו הוא דבר התחדש עתה, דע כי הגבוה ממך לא סרה השגחתו מאתך רגע. והשגחתו כפולה, א. דבוקה בך עצמך ולא יתן למוט רגלך שמחזיק אותך בעצמך בל תמוט, ב. חוץ ממך, הוא נדמה כשומר העומד אצלך לשמור אותך מפגעים חיצונים, אולם השומר הזה נעלה מיתר שומרים כי לא ינום שומרך, כי שומר אחר ילאה ע"י תנומה ותופסק שמירתו:
Verse 4
הנה לא ינום, שלא ינום מחמת לאות וחולשה, ויותר מזה כי לא יישן כלל כי לא נמצא אצלו טבע השינה כלל, שבן אדם אף מי שלא ינום מחמת עיפות הלא מוכרח הוא לישן ולהעמיד אז שומר אחר תחתיו:
Verse 5
ה', עוד מעלה בשמירתו, כי מלבד שה' שומרך מפגעים ארציים הוא גם כן צלך, שהוא צל גם מרעות טבעיות שמיימיות, ואינו דומה כשומר אחר שאינו תמיד עמך, כי הוא נמצא תמיד על יד ימינך, עד שמצד שהוא צלך:
Verse 6
יומם השמש לא יככה, תשמר מרעת השמש ביום ומרעת הירח הלילה הגם שטבעיהם מתנגדים זה לזה זה חם ויבש וזה קר ולח, ומצד שה' שומרך תהיה שמירתו בשני ענינים, א. שמירת הגוף ועז"א.
Verse 7
ה' ישמרך מכל רע, שבזה ישמור את גופך מכל מיני רעות שבעולם, ב. שמירת הנפש מחטא, ה' ישמר את נפשך, ושמירות האלה כוללים בכל המקומות ובכל הזמנים, נגד המקומות אומר.
Verse 8
ה' ישמר צאתך ובואך, ונגד כל הזמנים אומר מעתה ועד עולם :

שִׁ֗יר לַֽמַּ֫עֲל֥וֹת אֶשָּׂ֣א עֵ֭ינַי אֶל־הֶהָרִ֑ים מֵ֝אַ֗יִן יָבֹ֥א עֶזְרִֽי׃
A song for ascents. I turn my eyes to the mountains; from where will my help come?
עֶ֭זְרִי מֵעִ֣ם יְהֹוָ֑ה עֹ֝שֵׂ֗ה שָׁמַ֥יִם וָאָֽרֶץ׃
My help comes from G OD , maker of heaven and earth.
אַל־יִתֵּ֣ן לַמּ֣וֹט רַגְלֶ֑ךָ אַל־יָ֝נ֗וּם שֹׁמְרֶֽךָ׃
[God] will not let your foot give way; your guardian will not slumber.
הִנֵּ֣ה לֹֽא־יָ֭נוּם וְלֹ֣א יִישָׁ֑ן שׁ֝וֹמֵ֗ר יִשְׂרָאֵֽל׃
See, the guardian of Israel neither slumbers nor sleeps!
יְהֹוָ֥ה שֹׁמְרֶ֑ךָ יְהֹוָ֥ה צִ֝לְּךָ֗ עַל־יַ֥ד יְמִינֶֽךָ׃
G OD is your guardian, G OD is your protection at your right hand.
יוֹמָ֗ם הַשֶּׁ֥מֶשׁ לֹֽא־יַכֶּ֗כָּה וְיָרֵ֥חַ בַּלָּֽיְלָה׃
By day the sun will not strike you, nor the moon by night.
יְֽהֹוָ֗ה יִשְׁמׇרְךָ֥ מִכׇּל־רָ֑ע יִ֝שְׁמֹ֗ר אֶת־נַפְשֶֽׁךָ׃
G OD will guard you from all harm, and will guard your life.
יְֽהֹוָ֗ה יִשְׁמׇר־צֵאתְךָ֥ וּבוֹאֶ֑ךָ מֵ֝עַתָּ֗ה וְעַד־עוֹלָֽם׃ {פ}
G OD will guard your going and coming now and forever.
