Rashi's commentary
Verse 1
ונפן ונסע המדברה THEN WE TURNED AND JOURNEYED INTO THE WILDERNESS — If they had not sinned, they would have passed by the way of Mount Seir to enter the Land from its south to its north, but because they became degenerate they had to turn towards the wilderness which is between the Red Sea and the south of Mount Seir, and they proceeded along its southern side from the west to the east, דרך ים סוף BY THE ROUTE FROM THE RED SEA — i.e. by the route which they had taken on leaving Egypt which is at the south-west corner. From there (where they were at that moment) they went towards the east.
ונסב את הר שעיר AND WE COMPASSED MOUNT SEIR, the whole of the south side as far as the land of Moab.
Verse 3
פנו לכם צפנה TURN YOU NORTHWARD — Turn you along the eastern side of Moab, from the south to the north, your faces directed to the north. Consequently they were travelling along the east side of Moab, and this is what is meant by (Judges 11:18) “And they came by the east side of the land of Moab”.
Verse 4
ונשמרתם מאד TAKE YE GOOD HEED TO YOURSELVES — And what is this "taking heed”? What follows: אל תתגרו בם CONTEND NOT WITH THEM.
Verse 5
עד מדרך כף רגל — This means, Even מדרך כף רגל, as much as to say: even only treading with the feet (a single step). The text means, I do not permit you to pass into their land without their permission. — A Midrashic explanation is: I shall not give you of their land until there come the day of the treading of the sole of foot upon the Mount of Olives (the Messianic period), as it is said, (Zechariah 14:4) "And his feet shall stand [in that day upon the Mount of Olives etc.]”.
ירשה לעשו [I HAVE GIVEN MOUNT SEIR] TO ESAU AS AN INHERITANCE from Abraham. The territory of ten clans I gave (promised) him (Abraham); seven of them will be yours (the seven clans of Canaan), and the Kenites, the Kenizzites and the Kadmonites, — who are Ammon, Moab and Seir — one of them already belongs to Esau, and the other two to the children of Lot (cf. Genesis Rabbah 44:23; and Rashi on Genesis 15:19); as a reward because he (Lot) went with him (Abraham) To Egypt, and kept silent about what he said regarding his wife, “She is my sister”, he treated him as his son (and therefore he, through his children Amon and Moab, inherited part of the land promised to him) (cf. Rashi on Genesis 19:29 and Genesis Rabbah 51:6).
Verse 6
תכרו — This is an expression denoting purchase. Similar is (Genesis 50:5; see Rashi thereon), “which I have bought (כריתי) for myself”, for thus in the coast cities do they use for "trading” the term כירה (Rosh Hashanah 26a).
Verse 7
כי ה' אלהיך ברכך FOR THE LORD THY GOD HATH BLESSED THEE — therefore you should not show yourselves ungrateful to Him by behaving as though you were poor, but act as rich people.
Verse 8
ונפן ונעבר AND WE TURNED AND PASSED, towards the north; we turned our faces to proceed along the eastern side (see Rashi on v. 3).
Verse 9
ואל תתגר בם וגו׳ AND DO NOT CONTEND WITH THEM [IN WAR] — As regards Moab He forbade them (the Israelites) only war against them, but they may frighten them, appearing before them when equipped for war; therefore it is written, (Numbers 22:3) "And Moab was afraid because of the people", because they took plunder and loot from them. But about the children of Ammon it is said, (v. 19) “Do not contend with them" — no provocation of any kind, — as a reward for the modesty shown by their ancestress, Lot's younger daughter, who did not publicly divulge regarding her father's conduct, as his elder daughter did, who called her son's name “Moab" (i.e. born of the father) (Bava Kamma 38b; see Rashi on Genesis 19:37).
ער is the name of the district.
Verse 10
האמים לפנים וגו׳ THE EMIM [ABODE THERE] FORMERLY — You might think that this is the land of the Rephaim which I gave (promised) to Abraham (Genesis 15:20), because the Emim who are Rephaim, dwelt there formerly (and they are one of the seven clans whose land you were to possess), but this is not that land, because those Rephaim I drove out from before the children of Lot and settled these in their stead (cf. Rashi on 3:13).
Verse 11
רפאים יחשבו וגו׳ THEY [ALSO] ARE ACCOUNTED REPHAIM, [AS THE ANAKIM] — As Rephaim are those Emim accounted, even as the Anakim — who are also termed Rephaim because the hands of everyone who beheld them became weak (רפה) (cf. Genesis Rabbah 26:7).
אמים — so called because the dread (אימה) of them lay upon the people. — So, too, (v. 12) the Horim dwelt formerly in Seir and I gave them over unto the children of Esau. (Genesis Rabbah 26:7)
Verse 12
יירשום — This is a present tense form of the verb; it is as much as to say, I gave them power that they might go on driving them out continuously.
Verse 15
היתה בם [FOR INDEED THE HAND OF THE LORD] WAS AGAINST THEM [TO DESTROY THEM] speedily within a period of forty years, so that they should no longer be the cause for their children to tarry in the wilderness.
Verse 16
ויהי כאשר תמו וגו׳ וידבר ה' אלי וגו׳ SO IT CAME TO PASS WHEN [ALL THE MEN OF WAR] HAD COME TO AN END … THAT THE LORD SPOKE TO ME etc. — But from when the spies were sent forth until now, the word וידבר is not mentioned in this section, but ויאמר, to teach you that during these entire thirty eight years during which the Israelites were lying under God’s censure, the Divine speech was not directed towards him in an expression of affection, face to face, and with tranquility of mind — to teach you that the Shechinah rests upon the prophets only for Israel’s sake (Sifra, Vayikra Dibbura d'Nedavah, Chapter 2 13; Mekhilta; cf. Rashi on Leviticus 1:1 towards end).
אנשי המלחמה THE MEN OF WAR — men from twenty years old and upwards, who went to war (cf. Numbers 14:29 and Rashi thereon).
Verse 18
אתה עבר היום את גבול מואב … וקרבת מול בני עמון THOU ART TO PASS THIS DAY THE BOUNDARY OF MOAB … AND THOU WILT APPROACH OPPOSITE THE CHILDREN OF AMMON — from here we see that the land of Ammon was on the north [of Moab].
Verse 20
ארץ רפאים תחשב IT (AMMON) ALSO WAS ACCOUNTED A LAND OF REPHAIM — — It also is accounted a land of Rephaim because the Rephaim formerly dwelt in it, but yet it is not that land which I gave to Abraham.
Verse 23
והעוים הישבים בחצרים וגו׳ BUT THE AVIM WHO DWELL IN HAZERIM etc — —The Avim are part of the Philistine people, for they are enumerated together with them in the Book of Joshua (Joshua 13:3), as it is said, “The five lords of the Philistines, the Gazathites, and the Ashdothites, and the Eshkalonites, the Gittites, and the Ekronites; also the Avim”. But because of the oath which Abraham had sworn to Abimelech, king of the Philistines (Genesis 21:24), Israel would have been unable to take their land out of their possession; but, says God, I brought the Caphtorites against them and they destroyed them and dwelt in their stead, and now you are permitted to take it (that land) from their (the Caphtorites) possession (Chullin 60b).
Verse 25
תחת כל השמים [THIS DAY I BEGIN TO PUT THE DREAD OF THEE … UPON THE NATIONS THAT ARE] UNDER THE WHOLE HEAVEN — This (the statement that the nations under the entire heaven will dread the Israelites) teaches that the sun stood still for Moses on the day of the battle with Og, and the matter was consequently known under the whole heaven (Avodah Zarah 25a).
Verse 26
ממדבר קדמות [AND I SENT MESSENGERS] FROM THE WILDERNESS OF KEDEMOTH — Although the Omnipresent had not commanded me to proclaim peace unto Sihon I learnt to do so from what happened in the wilderness of Sinai, i.e. from an incident that relates to the Torah which pre-existed (קדמה) the world. For when the Holy One, blessed be He, was about to give it (the Torah) to Israel, he took it round to Esau and Ishmael. It was manifest before Him that they would not accept it, but yet He opened unto them with peace. Similarly I first approached Sihon with words of peace. — Another explanation of ממדבר קדמות: Moses said to God, "I learnt this from what Thou didst say in the wilderness — from Thee Who wast in existence before (קדמת) the world. Thou couldst have sent one flash of lightning to bum up the Egyptians, but Thou didst send me from the wilderness to Pharaoh, to say gently, (Exodus 5:1) "Let my people go” (Yalkut Shimoni on Torah 764:27).
Verse 29
כאשר עשו לי בגי עשו AS THE CHILDREN OF ESAU DID TO ME — This does not refer to passing through their land (רק אעברה ברגלי) for Edom refused this, (cf. Numbers 20:18) but to the matter of selling food and water (also mentioned in the preceding verse).
עד אשר אעבר את הירדן UNTIL I SHALL PASS OVER THE JORDAN — This is to be connected with "Let me pass through thy land” (v. 27).
Verse 31
החלתי תת לפניך I HAVE BEGUN TO GIVE [SIHON] BEFORE THEE — He cast down the tutelary angel of the Amorites, who was in the upper spheres, beneath Moses’ feet and made him tread upon his neck (cf. Rashi on Numbers 24:2).
Verse 32
ויצא סיחן AND SIHON WENT FORTH — He did not send for Og to help him: this serves to teach you that they did not require one another's help, so mighty was each of them.
Verse 33
ואת בנו [AND WE SMOTE HIM] AND HIS SONS — It is written בנו, "his son" (although read as בניו "his sons"), for he had a son who was as mighty as himself (Midrash Tanchuma, Chukat 25).
Verse 34
מתם means MEN — — Of the spoil taken from Sihon it is stated (v. 35) בזזנו לנו, an expression denoting plunder (בזה), because then this was an object of desire to them, so that each man took spoil for himself. But when they came to the plundering of Og, they were already full to satiety, and it was contemptible in their eyes, so that they tore in pieces and cast away cattle and garments, and took only silver and gold. On this account it is said (Deuteronomy 3:7) בַּזֹּנוּ לנו which is an expression denoting "holding in contempt" (בזיון). Thus is it expounded in Siphre in the chapter beginning with "And Israel dwelt in Shittim״ (Numbers 25:1).
Verse 37
כל יד נחל יבק means, ALL THE DISTRICT BESIDE THE BROOK OF JABBOK.
וכל אשר צוה ה' אלהינו לנו — This means, AND ALL WHICH THE LORD OUR GOD COMMANDED US not to capture, we left.

Verse 1
ונפן, עד אחר שכלו הי"ט שנה שהונח להם לשבת במק"א אז ונפן ונסע המדברה דרך ים סוף כאשר דבר ה' אלי שאמר פנו וסעו לכם המדבר דרך ים סוף, ומאז ונסב את הר שעיר ימים רבים שהוא י"ט שנה הנותרות:
Verse 2
ויאמר ה' אלי, זה היה קרוב לסוף הארבעים שנה שצוה שיפנו צפונה ליכנס לא"י:
Verse 4
ואת העם צו לאמר, הנה באשר הודיע בפ' חוקת ששלח מלאכים אל מלך אדום שיניח אותם לעבור בארצם ולא נתן אותם עבור בגבולו ויט ישראל מעליו, וכן שלחו למלך מואב ולא אבה כמ"ש (שופטים י״א:י״ז) וגם אל מלך מואב שלח ולא אבה, ויפלא בעיני הדורות הבאים מדוע לא נכנסו ביד חזקה, זאת שנית הלא בתחלת הארבעים שנה אמר ובואו הר האמורי ואל כל שכניו שפי' בספרי שהם ארץ אדום ועמון ומואב, שרצה שיכבשו אז את הארצות האלה ואיך נשתנה הדבר עד שלא לבד שלא כבשו ארצות האלה לא נתנום אף לעבור דרך ארצם, לכן הודיע שעתה ע"י חטאם לא רצה ה' לתת להם ג' ארצות אלה שהם קיני וקנזי וקדמוני שלא ינתן להם עד ימות המשיח ולעת עתה נתנם לבני עשו שהיו מזרע אברהם ולבני לוט שהיו ממשפחתו שהם ישבו בם עד יזכו ישראל ויירשום מידם כמ"ש אדום ומואב משלוח ידם ובני עמון משמעתם. והענין כי אף שהובטח לא"א עשרה עממין, לא החליט שיתן לישראל את כלם תיכף, שתחלה היה די להם בארץ ז' עממין כי לא היו עם רב, וכמ"ש בסוף משפטים שיגרשם מעט מעט פן תהיה הארץ שממה וכמש"ש עד אשר תפרה ונחלת את הארץ ושתי את גבולך מים סוף ועד ים פלשתים, אולם קודם שלוח מרגלים שא"ל ובואו הר האמורי ואל כל שכניו שהם ארץ אדום ועמון ומואב היה ברצון ה' להפרותם בדרך נס עד שיצטרכו לכל הארצות האל וכמ"ש משה ה' אלהי אבותיכם יוסף עליכם ככם אלף פעמים וכמש"ש שם שאמר כן בדרך החלטה ממה שראה שרוצה לתת להם ג' ארצות אלה, אולם אחר חטא המרגלים לא היו ראוים לנסים אלה לא יכול לתת להם ג' ארצות אלה שיהיו שממה ורבה עליהם חית השדה והניחום ביד אדום ועמון ומואב שהיו מזרע אברהם וממשפחתו לקיים מה שהבטיח לאברהם, וע"כ הזהיר אותם עתה ואמר אתם עוברים בגבול אחיכם בני עשו והגם שייראו מכם ובנקל תוכלו לכבוש אותם בכ"ז ונשמרתם מאד

שאל תתגרו בם, כי בזה"ז לא אתן לכם מארצם באשר עתה נתתי ירושה לעשו שיורש אותה ממתנת אברהם:

אכל, ובאשר צוה שלא יתגרו בם שום גרוי אף לשלול שלל וכדומה הוסיף שגם אם תרצו אכל ואף מים שהם בזול יהיה במחיר כסף, ובזה באר מה ששלחו למלך אדום ואם מימיך נשתה ונתתי מכרם שלא היה מפני יראתם ממנו רק מפני שהוזהרו ע"ז מאת ה':

כי ה' אלהיך, ר"ל ואל ירע לבבך כי תורש עי"כ, כי ברכת ה' אתך גם בהיותך במדבר שמם לא חסרת דבר וכ"ש עתה שקרבת אל ערי מושב ברכת ה' היא תעשיר:
Verse 8
ונעבור, ר"ל וע"י אזהרה זו עברנו מאת אחינו בני עשו, ולא ספר כאן ששלחו מלאכים אל מלך אדום שזה כבר כתב בספר התורה ונודע משם, כי לא בא במשנה תורה רק להגיד דברים שלא נתבארו שם, והודיעם שע"י צווי ה' שלא לתגר בם עברו ונטו מגבולו, ולא נכנסו בחזקה דרך ארצו רק ונפן ונעבר דרך מדבר מואב, והנה היה בדעתם לעבור דרך ארץ מואב בחזקה:
Verse 9
ויאמר ה' אלי, וגם מזה הזהיר ה' ואמר אל תצר את מואב היינו שיצורו לכבוש מבצריו, ואל. תתגר בם מלחמה גם בשדה במערכה, וחז"ל דייקו מזה שעל מואב לא הוזהרו רק מלתגר מלחמה לא מלתגר לשלול ולבוז בז מאתם, כי לא אתן לך מארצו ירושה ולא אמר פה עד מדרך כף רגל כי כבר לקחו מארצו מה שטהרו בסיחון וכן לקחו איזה ערים שבגבול מואב כמ"ש בפ' חוקת בפסוק את והב בסופה, ואמר כי לבני לוט נתתי את ער ירושה, פי' שהוא להם ירושה מאברהם, ותפס ער שהיתה מטרפולין של מואב ובני עמון שהגם שאמר כי אש יצאה מחשבון אכלה ער מואב, בכ"ז לא לקחה סיחון מידם וחזרה לידם כמ"ש הראב"ע:
Verse 10
האמים, אחר שספר שאמר להם ה' שארץ אדום וארץ מואב הם להם ירושה מאברהם אבינו, בא לספר איך שבעת שרצה ה' להבטיח לאברהם נחלת עשרה עממין הכין תכף האמצעים שיגיעו לידי יורשי אברהם בעתיד, כי ארץ ז' עממים היתה בעת ההיא ביד בני שם והכין ה' שהכנעני הלך בעת ההיא וכבשה מיד בני שם שעי"כ יוכלו ישראל לכבשה מידם כמ"ש רש"י בפ' לך על והכנעני אז בארץ, וארץ אדום ומואב ובני עמון היתה אז תחת יד גבורים רפאים וענקים וסבב ה' שכדרלעומר והמלכים אשר אתו נצחו אז את יושבי הארץ והכריתו את הרפאים משם, כמ"ש בא כדרלעומר וגו' ויכו את רפאים בעשתרות קרנים, שהוא ארץ עוג שאז ישבו בה רפאים, ואת הזוזים בהם, הם זמזומים שישבו שם אח"כ בני עמון, ואת האימים בשוה קריתים, שהיתה אח"כ ארץ מואב, ואת החורי בהררם שעיר וכמש"פ שם, וע"כ אמר על ארץ מואב האמים לפנים ישבו בה שהם האמים אשר בשוה קריתים והם היו עם גדול ורם כענקים :
Verse 11
רפאים, ומחמת זה היו נחשבים לרפאים מצד שהיו כענקים ולכן קראם המואבים אמים שכל הרואה אותם נפל עליו אימה ופחד:
Verse 12
ובשעיר, כי בשעיר ישבו החורים לפנים קודם מלחמת כדרלעומר וירשום אח"כ בני עשו, וישמידום מפניהם, ר"ל וזה נהיה ע"י שכדרלעומר והמלכים אשר אתו השמידו אותם מפניהם בין את האמים בין את החורים [וזה דומה עם מ"ש בפכ"א וישמידם ה' מפניהם שר"ל כדרלעומר בהשגחת ה'] וישבו תחתם אשר נתן ה' להם כאשר עשה ישראל לארץ ירושתו, כן סדר הכתוב, שלכן ישבו מואב ושעיר תחתם אח"כ באשר נתן ה' להם והכין שיכבשום בקל, ואמר שזה דומה כאשר עשה ישראל לארץ ירושתו שהיו ג"כ ע"י השגחת ה' שהפיל עליהם אימתה ופחד ונתנם ביד ישראל:
Verse 13
עתה, הוא סיום הדברים אחר שא"ל אל תצר את מואב ולא יכלו לעבור דרך ארץ מואב צוה שיעברו את נחל זרד שהוא הדרך אל מול בני עמון:
Verse 14
והימים, ר"ל ואז כלו מתי מדבר, וכבר בארו חז"ל (תענית דף למ"ד) שישראל לא ידעו שכלו מתי מדבר כי באמת כלו שנה קודם הזמן, ועז"א:
Verse 15
וגם יד ה' היתה בם, ומשה נודע לו זה ע"י שדבר עמו בשנה הזאת בלשון דבור שכ"ז שהיו נזופים דבר עמו בלשון אמירה וכמו שבארתי זה היטב בפי' הספרא (ויקרא סי' ד' וסי' וא"ו):
Verse 18
אתה, ר"ל אחר שבעברך מגבול מואב שלא רצו להניחם לכנס דרך ארצם תקרב מול בני עמון וגם הם לא יניחו אותך לעבור דרך ארצם אני מזהיר אותך שאל תצורם כי גם ארצם היא להם ירושה מאברהם:
Verse 20
ארץ רפאים, גם שם ישבו גבורים וישמידם ה' בימי אמרפל שהשמיד את הזוזים בהם שהיו כענקים ונקראו זמזומים, וזה היה כמו שנעשה בבני עשו שגם את החורי השמיד בעת ההיא כמ"ש ואת החורי בהררם שעיר:
Verse 23
והעוים, העקר כפי' הרמב"ן שהעוים היו מן הכנענים, רק יש להוסיף דברים בזה שכבר פרשתי בפי' בראשית (יו"ד יח) במ"ש ואחר נפוצו משפחות הכנעני ויהי גבול הכנעני מצידון שר"ל שרבים ממשפחות הכנעני נפוצו וגלו ממקומם, כמ"ש והעוים היושבים בחצרים עד עזה כפתורים היוצאים מכפתור השמידום וישבו תחתם והם היו כנענים וכן הפלשתים הורישו את הכנעני כמ"ש מן השיחור אשר על פני מצרים ועד גבול עקרון צפונה לכנעני תחשב חמשת סרני פלשתים והעוים, והפלשתים וכן הכפתורים היו מבני מצרים כמש"ש (פסוק יד) אשר יצאו משם פלשתים ואת כפתורים רק ע"י שלקחו מדינת הכנעני שארצו הוא ממתנת אברהם נתן ה' ארץ פלשתים לישראל כי היתה באמת ארץ הכנעני, וספר פה שהעוים שישבו בחצרים ר"ל בערי הפרזות כי מתוך שהיו גבורים גדולים וענקים ישבו בערי פרזות, והזמין ה' שהכפתורים וכן הפלשתים [שהיו עם א' עמהם] השמידו אותם כדי שיהיה נקל לבני ישראל לכבשם, וזה שספר פה שכמו שעשה ה' ביושבי הארצות של ארץ אדום ועמון ומואב שהקדים להשמידם כדי שתתקיים ירושת אברהם כן עשה בהעוים שרובם נכבשו ע"י פלשתים, ומה שחשב חמשת סרני פלשתים והעוים ר"ל העוים המעט שנשתיירו [שהיה כמותם מעט עד שלא היה להם סרנים בפ"ע והיו טפלים לפלשתים, ועיי"ש בפי' בראשית], ושעור הכתובים כאשר עשה לבני עשו וכו' וכאשר עשה במה שהעוים וכו' כפתורים השמידום וכו':
Verse 24
קומו סעו ועברו את נהל ארנון, כבר בארתי (בפ' חוקת בפסוק ואת הנחלים ארנון), שנחל ארנון בעצמו ניתן לישראל במתנה מה', והוא היה בין ארץ סיחון וארץ מואב וכ"א חשב שהוא מחלקו כי היה מערי הגבול וה' נתנו במתנה לישראל כמ"ש (לקמן ג טז) ועד נחל ארנון תוך הנחל וגבול, ובמה שעברו את נחל ארנון כבר ירשו קצת מחלק מואב שטהר בסיחון ובזה כבר היו אתו במלחמה כי נגעו בגבולו, ועז"א קומו ועברו אח נחל ארנון החל רש שבזה החלו לירש מארצו וזה היה הגרוי למלחמה:
Verse 25
היום הזה, ר"ל והגם שארץ סיחון אינו מן הארץ שנתנה להאבות צריך לכבוש את סיחון כדי להפיל פחד על כל העמים שאחר שראו שמלך אדום ומואב ובני עמון לא הניחום לעבור בארצם והם נטו מעליו חשבו שאין להם לירא מישראל כי הם רכי לבב ופוחדים וע"י הגבורה בסיחון ירגזו וחלו מפניך ובזה יקל לך לכבוש ז' עממים:
Verse 26
ואשלח מלאכים, בפ' חוקת נזכר שישראל שלח מלאכים, ופה אמר שמשה שלח מלאכים, שם מבואר שבעת ששלחו מלאכים עברו כבר את נחל ארנון, ופה הזכיר ששלח מלאכים ממדבר קדמות, וגם אם הם עצמם המלאכים שנז' בפ' חוקת למה כתב זה שנית הלא ידענו זאת משם, ומזה מבואר שהיו בזה שני שליחות, פה הזכיר שמשה שלח מלאכים והיו דברי שלום כי אף שא"ל ה' החל רש מחויב לקרא בשלום תחילה ואם היה עונה שלום לא היה נלחם אתו, ומלאכים אלה שלח ממדבר קדמות טרם בא בנחלי ארנון. שהוא בגבול סיחון והיה הבקשה שיתנהו לעבור דרך ארצו:
Verse 28
אכל, ר"ל וגם תרויח שאשברה אכל ומים בכסף, ואני רוצה ממך רק שאעברה ברגלי:
Verse 29
כאשר עשו לי בני עשו, זה עונה על מ"ש אכל בכסף תשבירני כאשר עשו לי בני עשו. ומ"ש עד אשר אעבר את הירדן זה עונה עמ"ש רק אעברה ברגלי עד אשר אעבור את הירדן:
Verse 30
ולא אבה, שסיחון לא אבה להעבירנו וזה היה מה' שהקשה את רוחו, כי רצה בזה שילחמו ישראל אתו ויפול פחדם ומוראם על כל העמים, ומשליחות זה לא נזכר בפ' חוקת, רק שם הזכיר שאחר שעברו נחלי ארנון שלח ישראל מלאכים, וזה לא היה שליחות של שלום, רק היה מתכסיסי מלחמה ומתחבולותיה, שאחר שסיחון ישב בחשבון ובנותיה שהיו ערים בצורות אם היה נסגר בערי חומה לא היה אפשר לכבשו וגם לא היה אפשר שיעברו בגבולו ביד תזקה כי א"א לעבור במדינת האויב ולהניח ערים בצורות וצבא מלחמה מאחריו פן יפלו עליהם ממבצריהם ותהי להם המלחמה פנים ואחור, וע"כ היה מתחבולות מלחמה שאחר שעברו נחלי ארנון שאז כבר נכנסו בגבול סיחון והרי כאלו התחילו במלחמה שלחו ישראל מלאכים, כמתרים בו לאמר שבכל אופן יעברו בארצו ומתרים בו שיניח אותם בטוב ואז ילכו בדרך המלך, ומכלל הן אתה שומע ההפך, ולא הזכירו עוד שיקנו אכל בכסף כי היה כונתם להכעיסו כדי שיצא לקראתם למלחמה ויכוהו בשדה טרם יסגר בערי המבצר שאז יהיה קשה לכבשו וכן היה שלא המתין עד שיבואו אל ערי מבצריו רק יצא לקראתם המדברה, וז"ש:
Verse 31
ויאמר ה' אלי, בשר ה' למשה שכבר החל לתת אותו בידם ומפרש שזה היה ע"י שיצא לקראתנו הוא וכל עמו, והניח עריו ומבצריו בלא חיל מלחמה:
Verse 33
ויתנהו ה' לפנינו, וע"י שנתן ה' אותו בידנו בשדה המערכה ונך אותו ואת בניו ואת כל עמו עי"כ:
Verse 34
ונלכד את כל עריו בעת ההוא, ר"ל שע"י זה לכדנו הערים תכף בעת ההיא, ולא הוצרכנו לצור על הערים ימים רבים עד שנכבשם כי היו כלם עזובות מאין איש, ונחרם את כל עיר מתם ר"ל שבעיר נשארו מתים שהם אנשים חלשים לא גבורי חיל למלחמה לכן החרמנו אותם בקל:
Verse 37
רק אל ארץ בני עמון לא קרבת, וזה לא מאשר היו חזקים מאתנו כמ"ש כי עז גבול בני עמון, רק אשר צוה ה' אלהינו, מפני שהוזהרנו ע"ז מאת ה':

וַנֵּ֜פֶן וַנִּסַּ֤ע הַמִּדְבָּ֙רָה֙ דֶּ֣רֶךְ יַם־ס֔וּף כַּאֲשֶׁ֛ר דִּבֶּ֥ר יְהֹוָ֖ה אֵלָ֑י וַנָּ֥סׇב אֶת־הַר־שֵׂעִ֖יר יָמִ֥ים רַבִּֽים׃ {ס}
we marched back into the wilderness by the way of the Sea of Reeds, as G OD had spoken to me, and skirted the hill country of Seir a long time.
רַב־לָכֶ֕ם סֹ֖ב אֶת־הָהָ֣ר הַזֶּ֑ה פְּנ֥וּ לָכֶ֖ם צָפֹֽנָה׃
You have been skirting this hill country long enough; now turn north.
וְאֶת־הָעָם֮ צַ֣ו לֵאמֹר֒ אַתֶּ֣ם עֹֽבְרִ֗ים בִּגְבוּל֙ אֲחֵיכֶ֣ם בְּנֵי־עֵשָׂ֔ו הַיֹּשְׁבִ֖ים בְּשֵׂעִ֑יר וְיִֽירְא֣וּ מִכֶּ֔ם וְנִשְׁמַרְתֶּ֖ם מְאֹֽד׃
And charge the people as follows: You will be passing through the territory of your kin, the descendants of Esau, who live in Seir. Though they will be afraid of you, be very careful
אַל־תִּתְגָּר֣וּ בָ֔ם כִּ֠י לֹֽא־אֶתֵּ֤ן לָכֶם֙ מֵֽאַרְצָ֔ם עַ֖ד מִדְרַ֣ךְ כַּף־רָ֑גֶל כִּֽי־יְרֻשָּׁ֣ה לְעֵשָׂ֔ו נָתַ֖תִּי אֶת־הַ֥ר שֵׂעִֽיר׃
not to provoke them. For I will not give you of their land so much as a foot can tread on; I have given the hill country of Seir as a possession to Esau.
אֹ֣כֶל תִּשְׁבְּר֧וּ מֵֽאִתָּ֛ם בַּכֶּ֖סֶף וַאֲכַלְתֶּ֑ם וְגַם־מַ֜יִם תִּכְר֧וּ מֵאִתָּ֛ם בַּכֶּ֖סֶף וּשְׁתִיתֶֽם׃
What food you eat you shall obtain from them for money; even the water you drink you shall procure from them for money.
כִּי֩ יְהֹוָ֨ה אֱלֹהֶ֜יךָ בֵּֽרַכְךָ֗ בְּכֹל֙ מַעֲשֵׂ֣ה יָדֶ֔ךָ יָדַ֣ע לֶכְתְּךָ֔ אֶת־הַמִּדְבָּ֥ר הַגָּדֹ֖ל הַזֶּ֑ה זֶ֣ה׀ אַרְבָּעִ֣ים שָׁנָ֗ה יְהֹוָ֤ה אֱלֹהֶ֙יךָ֙ עִמָּ֔ךְ לֹ֥א חָסַ֖רְתָּ דָּבָֽר׃
Indeed, the E TERNAL your God has blessed you in all your undertakings, watching over your wanderings through this great wilderness; the E TERNAL your God has been with you these past forty years: you have lacked nothing.
וַֽנַּעֲבֹ֞ר מֵאֵ֧ת אַחֵ֣ינוּ בְנֵי־עֵשָׂ֗ו הַיֹּֽשְׁבִים֙ בְּשֵׂעִ֔יר מִדֶּ֙רֶךְ֙ הָֽעֲרָבָ֔ה מֵאֵילַ֖ת וּמֵעֶצְיֹ֣ן גָּ֑בֶר {ס} וַנֵּ֙פֶן֙ וַֽנַּעֲבֹ֔ר דֶּ֖רֶךְ מִדְבַּ֥ר מוֹאָֽב׃
We then moved on, away from our kin, the descendants of Esau, who live in Seir, away from the road of the Arabah, away from Elath and Ezion-geber; and we marched on in the direction of the wilderness of Moab.
וַיֹּ֨אמֶר יְהֹוָ֜ה אֵלַ֗י אַל־תָּ֙צַר֙ אֶת־מוֹאָ֔ב וְאַל־תִּתְגָּ֥ר בָּ֖ם מִלְחָמָ֑ה כִּ֠י לֹֽא־אֶתֵּ֨ן לְךָ֤ מֵֽאַרְצוֹ֙ יְרֻשָּׁ֔ה כִּ֣י לִבְנֵי־ל֔וֹט נָתַ֥תִּי אֶת־עָ֖ר יְרֻשָּֽׁה׃
And G OD said to me: Do not harass the Moabites or provoke them to war. For I will not give you any of their land as a possession; I have assigned Ar as a possession to the descendants of Lot.—
הָאֵמִ֥ים לְפָנִ֖ים יָ֣שְׁבוּ בָ֑הּ עַ֣ם גָּד֥וֹל וְרַ֛ב וָרָ֖ם כָּעֲנָקִֽים׃
It was formerly inhabited by the Emim, a people great and numerous, and as tall as the Anakites.
רְפָאִ֛ים יֵחָשְׁב֥וּ אַף־הֵ֖ם כָּעֲנָקִ֑ים וְהַמֹּ֣אָבִ֔ים יִקְרְא֥וּ לָהֶ֖ם אֵמִֽים׃
Like the Anakites, they are counted as Rephaim; but the Moabites call them Emim.
וּבְשֵׂעִ֞יר יָשְׁב֣וּ הַחֹרִים֮ לְפָנִים֒ וּבְנֵ֧י עֵשָׂ֣ו יִֽירָשׁ֗וּם וַיַּשְׁמִידוּם֙ מִפְּנֵיהֶ֔ם וַיֵּשְׁב֖וּ תַּחְתָּ֑ם כַּאֲשֶׁ֧ר עָשָׂ֣ה יִשְׂרָאֵ֗ל לְאֶ֙רֶץ֙ יְרֻשָּׁת֔וֹ אֲשֶׁר־נָתַ֥ן יְהֹוָ֖ה לָהֶֽם׃
Similarly, Seir was formerly inhabited by the Horites; but the descendants of Esau dispossessed them, wiping them out and settling in their place, just as Israel did in the land they were to possess, which G OD had given to them.—
עַתָּ֗ה קֻ֛מוּ וְעִבְר֥וּ לָכֶ֖ם אֶת־נַ֣חַל זָ֑רֶד וַֽנַּעֲבֹ֖ר אֶת־נַ֥חַל זָֽרֶד׃
Up now! Cross the wadi Zered! So we crossed the wadi Zered.
וְהַיָּמִ֞ים אֲשֶׁר־הָלַ֣כְנוּ׀ מִקָּדֵ֣שׁ בַּרְנֵ֗עַ עַ֤ד אֲשֶׁר־עָבַ֙רְנוּ֙ אֶת־נַ֣חַל זֶ֔רֶד שְׁלֹשִׁ֥ים וּשְׁמֹנֶ֖ה שָׁנָ֑ה עַד־תֹּ֨ם כׇּל־הַדּ֜וֹר אַנְשֵׁ֤י הַמִּלְחָמָה֙ מִקֶּ֣רֶב הַֽמַּחֲנֶ֔ה כַּאֲשֶׁ֛ר נִשְׁבַּ֥ע יְהֹוָ֖ה לָהֶֽם׃
The time that we spent in travel from Kadesh-barnea until we crossed the wadi Zered was thirty-eight years, until that whole generation of warriors had perished from the camp, as G OD had sworn concerning them.
וְגַ֤ם יַד־יְהֹוָה֙ הָ֣יְתָה בָּ֔ם לְהֻמָּ֖ם מִקֶּ֣רֶב הַֽמַּחֲנֶ֑ה עַ֖ד תֻּמָּֽם׃
Indeed, G OD ’s hand struck them, to root them out from the camp until they were finished off.
וַיְהִ֨י כַאֲשֶׁר־תַּ֜מּוּ כׇּל־אַנְשֵׁ֧י הַמִּלְחָמָ֛ה לָמ֖וּת מִקֶּ֥רֶב הָעָֽם׃ {ס}
When all the warriors among the people had died off,
אַתָּ֨ה עֹבֵ֥ר הַיּ֛וֹם אֶת־גְּב֥וּל מוֹאָ֖ב אֶת־עָֽר׃
You are now passing through the territory of Moab, through Ar.
וְקָרַבְתָּ֗ מ֚וּל בְּנֵ֣י עַמּ֔וֹן אַל־תְּצֻרֵ֖ם וְאַל־תִּתְגָּ֣ר בָּ֑ם כִּ֣י לֹֽא־אֶ֠תֵּ֠ן מֵאֶ֨רֶץ בְּנֵי־עַמּ֤וֹן לְךָ֙ יְרֻשָּׁ֔ה כִּ֥י לִבְנֵי־ל֖וֹט נְתַתִּ֥יהָ יְרֻשָּֽׁה׃
You will then be close to the Ammonites; do not harass them or start a fight with them. For I will not give any part of the land of the Ammonites to you as a possession; I have assigned it as a possession to the descendants of Lot.—
אֶֽרֶץ־רְפָאִ֥ים תֵּחָשֵׁ֖ב אַף־הִ֑וא רְפָאִ֤ים יָֽשְׁבוּ־בָהּ֙ לְפָנִ֔ים וְהָֽעַמֹּנִ֔ים יִקְרְא֥וּ לָהֶ֖ם זַמְזֻמִּֽים׃
It, too, is counted as Rephaim country. It was formerly inhabited by Rephaim, whom the Ammonites call Zamzummim,
עַ֣ם גָּד֥וֹל וְרַ֛ב וָרָ֖ם כָּעֲנָקִ֑ים וַיַּשְׁמִידֵ֤ם יְהֹוָה֙ מִפְּנֵיהֶ֔ם וַיִּירָשֻׁ֖ם וַיֵּשְׁב֥וּ תַחְתָּֽם׃
a people great and numerous and as tall as the Anakites. G OD wiped them out, so that [the Ammonites] dispossessed them and settled in their place,
כַּאֲשֶׁ֤ר עָשָׂה֙ לִבְנֵ֣י עֵשָׂ֔ו הַיֹּשְׁבִ֖ים בְּשֵׂעִ֑יר אֲשֶׁ֨ר הִשְׁמִ֤יד אֶת־הַחֹרִי֙ מִפְּנֵיהֶ֔ם וַיִּֽירָשֻׁם֙ וַיֵּשְׁב֣וּ תַחְתָּ֔ם עַ֖ד הַיּ֥וֹם הַזֶּֽה׃
as [G OD ] did for the descendants of Esau who live in Seir, by wiping out the Horites before them, so that they dispossessed them and settled in their place, as is still the case.
וְהָֽעַוִּ֛ים הַיֹּשְׁבִ֥ים בַּחֲצֵרִ֖ים עַד־עַזָּ֑ה כַּפְתֹּרִים֙ הַיֹּצְאִ֣ים מִכַּפְתֹּ֔ר הִשְׁמִידֻ֖ם וַיֵּשְׁב֥וּ תַחְתָּֽם׃
So, too, with the Avvim who dwelt in villages in the vicinity of Gaza: the Caphtorim, who came from Crete, wiped them out and settled in their place.—
ק֣וּמוּ סְּע֗וּ וְעִבְרוּ֮ אֶת־נַ֣חַל אַרְנֹן֒ רְאֵ֣ה נָתַ֣תִּי בְ֠יָדְךָ֠ אֶת־סִיחֹ֨ן מֶֽלֶךְ־חֶשְׁבּ֧וֹן הָֽאֱמֹרִ֛י וְאֶת־אַרְצ֖וֹ הָחֵ֣ל רָ֑שׁ וְהִתְגָּ֥ר בּ֖וֹ מִלְחָמָֽה׃
Up! Set out across the wadi Arnon! See, I give into your power Sihon the Amorite, king of Heshbon, and his land. Begin the occupation: engage him in battle.
הַיּ֣וֹם הַזֶּ֗ה אָחֵל֙ תֵּ֤ת פַּחְדְּךָ֙ וְיִרְאָ֣תְךָ֔ עַל־פְּנֵי֙ הָֽעַמִּ֔ים תַּ֖חַת כׇּל־הַשָּׁמָ֑יִם אֲשֶׁ֤ר יִשְׁמְעוּן֙ שִׁמְעֲךָ֔ וְרָגְז֥וּ וְחָל֖וּ מִפָּנֶֽיךָ׃
This day I begin to put the dread and fear of you upon the peoples everywhere under heaven, so that they shall tremble and quake because of you whenever they hear you mentioned.
וָאֶשְׁלַ֤ח מַלְאָכִים֙ מִמִּדְבַּ֣ר קְדֵמ֔וֹת אֶל־סִיח֖וֹן מֶ֣לֶךְ חֶשְׁבּ֑וֹן דִּבְרֵ֥י שָׁל֖וֹם לֵאמֹֽר׃
Then I sent messengers from the wilderness of Kedemoth to King Sihon of Heshbon with an offer of peace, as follows,
אֶעְבְּרָ֣ה בְאַרְצֶ֔ךָ בַּדֶּ֥רֶךְ בַּדֶּ֖רֶךְ אֵלֵ֑ךְ לֹ֥א אָס֖וּר יָמִ֥ין וּשְׂמֹֽאול׃
“Let me pass through your country. I will keep strictly to the highway, turning off neither to the right nor to the left.
אֹ֣כֶל בַּכֶּ֤סֶף תַּשְׁבִּרֵ֙נִי֙ וְאָכַ֔לְתִּי וּמַ֛יִם בַּכֶּ֥סֶף תִּתֶּן־לִ֖י וְשָׁתִ֑יתִי רַ֖ק אֶעְבְּרָ֥ה בְרַגְלָֽי׃
What food I eat you will supply for money, and what water I drink you will furnish for money; just let me pass through—
כַּאֲשֶׁ֨ר עָֽשׂוּ־לִ֜י בְּנֵ֣י עֵשָׂ֗ו הַיֹּֽשְׁבִים֙ בְּשֵׂעִ֔יר וְהַמּ֣וֹאָבִ֔ים הַיֹּשְׁבִ֖ים בְּעָ֑ר עַ֤ד אֲשֶֽׁר־אֶֽעֱבֹר֙ אֶת־הַיַּרְדֵּ֔ן אֶל־הָאָ֕רֶץ אֲשֶׁר־יְהֹוָ֥ה אֱלֹהֵ֖ינוּ נֹתֵ֥ן לָֽנוּ׃
as the descendants of Esau who dwell in Seir did for me, and the Moabites who dwell in Ar—that I may cross the Jordan into the land that the E TERNAL our God is giving us.”
וְלֹ֣א אָבָ֗ה סִיחֹן֙ מֶ֣לֶךְ חֶשְׁבּ֔וֹן הַעֲבִרֵ֖נוּ בּ֑וֹ כִּֽי־הִקְשָׁה֩ יְהֹוָ֨ה אֱלֹהֶ֜יךָ אֶת־רוּח֗וֹ וְאִמֵּץ֙ אֶת־לְבָב֔וֹ לְמַ֛עַן תִּתּ֥וֹ בְיָדְךָ֖ כַּיּ֥וֹם הַזֶּֽה׃ {ס}
But King Sihon of Heshbon refused to let us pass through, because G OD had stiffened his will and hardened his heart in order to deliver him into your power—as is now the case.
וַיֹּ֤אמֶר יְהֹוָה֙ אֵלַ֔י רְאֵ֗ה הַֽחִלֹּ֙תִי֙ תֵּ֣ת לְפָנֶ֔יךָ אֶת־סִיחֹ֖ן וְאֶת־אַרְצ֑וֹ הָחֵ֣ל רָ֔שׁ לָרֶ֖שֶׁת אֶת־אַרְצֽוֹ׃
And G OD said to me: See, I begin by placing Sihon and his land at your disposal. Begin the occupation; take possession of his land.
וַיֵּצֵא֩ סִיחֹ֨ן לִקְרָאתֵ֜נוּ ה֧וּא וְכׇל־עַמּ֛וֹ לַמִּלְחָמָ֖ה יָֽהְצָה׃
Sihon with all his troops took the field against us at Jahaz,
וַֽיִּתְּנֵ֛הוּ יְהֹוָ֥ה אֱלֹהֵ֖ינוּ לְפָנֵ֑ינוּ וַנַּ֥ךְ אֹת֛וֹ וְאֶת־בָּנָ֖ו וְאֶת־כׇּל־עַמּֽוֹ׃
and the E TERNAL our God delivered him to us and we defeated him and his sons and all his troops.
וַנִּלְכֹּ֤ד אֶת־כׇּל־עָרָיו֙ בָּעֵ֣ת הַהִ֔וא וַֽנַּחֲרֵם֙ אֶת־כׇּל־עִ֣יר מְתִ֔ם וְהַנָּשִׁ֖ים וְהַטָּ֑ף לֹ֥א הִשְׁאַ֖רְנוּ שָׂרִֽיד׃
At that time we captured all his towns, and we doomed, which meant the annihilation of the population. Cf. note at Num. 21.2 ; Josh. 6.24 . every town—men, women, and children—leaving no survivor.
רַ֥ק הַבְּהֵמָ֖ה בָּזַ֣זְנוּ לָ֑נוּ וּשְׁלַ֥ל הֶעָרִ֖ים אֲשֶׁ֥ר לָכָֽדְנוּ׃
We retained as booty only the cattle and the spoil of the cities that we captured.
מֵֽעֲרֹעֵ֡ר אֲשֶׁר֩ עַל־שְׂפַת־נַ֨חַל אַרְנֹ֜ן וְהָעִ֨יר אֲשֶׁ֤ר בַּנַּ֙חַל֙ וְעַד־הַגִּלְעָ֔ד לֹ֤א הָֽיְתָה֙ קִרְיָ֔ה אֲשֶׁ֥ר שָׂגְבָ֖ה מִמֶּ֑נּוּ אֶת־הַכֹּ֕ל נָתַ֛ן יְהֹוָ֥ה אֱלֹהֵ֖ינוּ לְפָנֵֽינוּ׃
From Aroer on the edge of the Arnon valley, including the town uncertain. in the valley itself, to Gilead, not a city was too mighty for us; the E TERNAL our God delivered everything to us.
רַ֛ק אֶל־אֶ֥רֶץ בְּנֵי־עַמּ֖וֹן לֹ֣א קָרָ֑בְתָּ כׇּל־יַ֞ד נַ֤חַל יַבֹּק֙ וְעָרֵ֣י הָהָ֔ר וְכֹ֥ל אֲשֶׁר־צִוָּ֖ה יְהֹוָ֥ה אֱלֹהֵֽינוּ׃
But you did not encroach upon the land of the Ammonites, all along the wadi Jabbok and the towns of the hill country, just as the E TERNAL our God had commanded.
